Cerastium tomentosum

This plant is covered in masses of white, star-shaped flowers in late spring and early summer, hence its common name. It is a vigorous, carpet-like ground cover with small, slender white or grey leaves. It is excellent for rock gardens, for planting in between crazy paving and as a general ground cover. It attains a maximum height of 10cm and spreads outwards indefinitely. It tolerates extremely cold weather.
